The Ryzen 9 9950X3D is different from the typical gaming CPU motherboard decision. Does the Ryzen 9 9950X3D actually need X870E?
No.
AMD lists the 9950X3D as compatible with several AM5 chipset families, including B650, B850, X670, X870 and X870E.
X870E does not unlock extra cores, cache or gaming performance. What it gives motherboard manufacturers is a larger connectivity and expansion budget.
That is useful when the rest of the system looks like a workstation: several NVMe SSDs, 10Gb networking, multiple high-bandwidth external devices and several PCIe cards.
For a gaming-oriented build with one graphics card and two SSDs, even a considerably simpler motherboard can be completely appropriate.
Do not buy X870E just because the CPU has 16 cores

GIGABYTE provides five M.2 positions: two CPU-connected Gen5 slots, two chipset Gen4 x4 positions and a fifth chipset-connected Gen4 x2 connection.
Networking is unusually strong. There is a 10GbE controller and a separate 5GbE connection, alongside Wi-Fi 7.
That makes sense for a PC moving very large project files between multiple networks, servers or NAS devices.
The obvious storage compromise is SATA: there are only two SATA ports. This is a motherboard optimized around modern NVMe rather than a large collection of legacy hard drives.
Five M.2 slots does not mean five completely independent connections
The second CPU-connected M.2 slot shares bandwidth with the USB4 controller, reducing both connections when that slot is populated.
One chipset M.2 position also shares bandwidth with the lower PCIe x4 slot; installing an SSD there disables that PCIe slot.
The second CPU-connected PCIe slot also shares the CPU graphics lanes, reducing the primary slot to x8 when both are used.
Buy it if: five NVMe drives, 10GbE and 5GbE are actual parts of the workstation you are planning.

4. MSI PRO X870-P WIFI
There is no rule saying somebody buying a 9950X3D also has to buy a workstation-class motherboard.
If the processor was chosen because you want excellent gaming performance while also having 16 cores available for occasional productivity work, the PRO X870-P is the simpler alternative.
You still get a PCIe 5.0 x16 graphics connection, a Gen5 primary M.2 slot, two more M.2 positions, one 40Gbps USB4 Type-C connection, 5Gb Ethernet and Wi-Fi 7.
MSI uses a 14+2+1 power design with 60A smart power stages and substantial heatsinking. I would not choose the board simply by that phase count; the important point is that the design is intended for high-end Ryzen processors rather than being an entry-level AM5 board.
What you give up versus the more expensive recommendations is mostly workstation I/O: no 10Gb Ethernet, only three M.2 positions, one USB4 connection and more basic ALC897 onboard audio.

1. Decide whether this is a gaming PC or a workstation that also games
This is the most useful question on the entire page.
